Ministry of Social Justice and Empowerment

The objective of this MoU is to reach out to vulnerable and most at risk population with awareness and prevention messages on HIV, Harm Reduction, Prevention of Illicit Use of Drugs and Alcohol and linking them with services provided under National AIDS Control Programme and Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance Abuse as well as reducing Social Stigma and Discrimination associated with HIV and AIDS. This partnership will also help in developing specific strategies and action plan to deal with subject related to HIV and AIDS prevention and mechanisms for drug addiction treatment and extending social protection schemes to the vulnerable populations.DetailsMoU signed by NACO

Ministry of DONER

NACO has signed Memorandum of Understanding (MoU) with North Eastern Council (NEC), Ministry of Development of North Eastern Region (M/o DoNER) with objectives of reaching out large number of people with HIV/AIDS awareness information through NEC, DONER, enhance involvement of SHGs in reaching out to High Risk Group and Youth in accessing prevention and testing services, enhance coordination and advocacy with State Governments in North Eastern Region for garnering support through major meetings, reduce social stigma and discrimination against people infected and affected by HIV and Enhance access of social protection by PLHIVs. Ministry of Labour & Employment

The MoU aims to a) reaching out to the large number of working population both in organized and unorganized sectors with information on STI/HIV/AIDS and related services, particularly HIV testing under the VCT @WORK and treatment of workers living with HIV; b) Providing package of Integrated Counseling and Testing Centre (ICTC) /Sexually Transmitted Infections (STI)/HIV services through integration in existing health infrastructure; and c) Mobilization of various key stakeholders like Employer Organizations, trade unions, and industries of public and private sector for HIV/AIDS intervention as suggested in National Policy on HIV/AIDS and the world of work adopted by MOLE. Department of Internal Security, Ministry of Home Affairs

The MoU aims to a) Reach large number of Central Armed Police Forces with information on preventions and control of STI/HIV/AIDS; b) Facilitate building of humane perspective and appropriate skills among police force to reduce stigma and discrimination against PLHIV and MARPs, c) Integrate STI/ HIV/AIDS services in the medical and health services under the control of Department of Internal Security, Ministry of Home Affairs and d) Direct all forces under purview of Department of Internal Security to include the issue of HIV/AIDS in the training. Department of Rural Development, Ministry of Rural Development

The MoU aims to a) Facilitate capacity building and livelihoods option for PLHIV under National Rural Livelihoods Mission b) Provision of widow pension benefit to widows infected with HIV/AIDS under Indira Gandhi National Widow Pension Scheme c) Facilitate access of People Living with HIV to decent housing under Indira Awaas Yojana d) Provide employment to PLHIV under MGNREGA without stigma & discrimination and e) Build capacity of rural development functionaries through state and district level training centres. 6. Department of Commerce, Ministry of Commerce & Industry

The MoU aims to a) reaching out to the large number of employees and workers of Plantation Boards and PSUs with information on STI/ HIV prevention and care services through sensitization program b) Integration of STI/HIV services in the existing health infrastructure of various units of commodity plantation and PSUs under the Department of Commerce and c) Adoption of “National Policy on HIV/AIDS and World of Work” in all the units of plantation boards and PSUs of Department of Commerce. 7. Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment

A MoU was signed between Department of Empowerment of Persons living with Disabilities and National AIDS Control Organization on 27 January 2015. This partnership aimed at spreading awareness and HIV/ AIDS prevention activities through a) Reaching large number of persons with disabilities with information on STI/HIV/AIDS and related services b) Strengthen HIV and AIDS prevention initiatives for persons with disabilities c) Reduce social stigma and discrimination to persons with disabilities living with HIV/AIDS and their family or other affected groups d) Reaching out to large number of persons with disabilities with the messages on safe blood transfusion and voluntary blood donation. 8. Department of Electronics & Information Technology (DIETY), Ministry of Electronics and Information Technology

NACO has signed Memorandum of Understanding with Department of Electronics & Information with the objective of reaching out to large numbers of people through Common Service Centers’ with information on prevention and services of HIV. 9. Department of Telecommunications, Ministry of Communications & Information Technology

NACO has signed Memorandum of Understanding with the Department of Telecommunications with the objective to reach out large number of people through the network of BSNL & MTNL. NACO has signed Memorandum of Understanding with the Ministry of Road Transport & Highways with the objective to spread awareness among truck drivers, transport workers and other key population with information on STI/HIV/AIDS and related services. MoU aims to reach out to the large number of drivers with information on HIV through integration in human resource training, reach out large number of transport and highway builder workers with information on STI/ HIV through counseling, Provision of social protection to people living with HIV and Adoption of National Policy on HIV/AIDS and World of Work. NACO has signed Memorandum of Understanding with the Department of Youth Affairs with the objective to prevent the spread of HIV infection among the youth through inclusion of youth specific HIV information and services, reduce the vulnerability of special category of young women and migrants and enhance the capacity of policy planners, researchers and trainers in the institutions under the control of Department of Youth Affairs to address the issue of HIV/AIDS. NACO has signed Memorandum of Understanding with the Department of Sports with the objective to reach out large number of youth engaged in sports activities with information on STI/HIV/AIDS prevention and related services, build the capacity of sports educators, administrators and coaches on “Minimizing the risk of HIV transmission on and outside the sports field” and Promote awareness generation through hoarding and banners at eminent places and sports infrastructure during state / national events and tournaments. Department of Higher Education, Ministry of Human Resource Development

NACO has signed Memorandum of Understanding with Department of Higher Education Ministry of Human Resource Development with the objective of reaching large number of students with information on prevention of HIV/AIDS and promotion of blood donation through red ribbon clubs in educational institutions under the Department and encourage State Higher Education Department to undertake HIV/AIDS prevention programme in State Education Institutions including private universities with the technical assistance from State AIDS Control Societies. Ministry of Shipping

NACO has signed Memorandum of Understanding with Ministry of Shipping with an objective of strengthening HIV/AIDS prevention, care, support and treatment programme in all the major ports under the jurisdiction of Ministry of Shipping. This partnership is aimed at reaching for ports workers, fisherman, seafarers, truckers, single male migrants as well as surrounding communities at port areas with HIV/AIDS information and services.
